CLIENT CONTEXT
Bristol Temple Quarter is one of the UK’s most ambitious city centre regeneration programmes. Delivered through Bristol Temple Quarter LLP, the scheme has significant potential to deliver new homes and commercial space, but faces high infrastructure costs, complex land assembly and significant delivery risk. From the outset, viability, phasing and funding strategy have been central concerns for the LLP Board and its executive team.
PROCESS
Start Advisory has supported the partnership as part of a multi-disciplinary team through bidding, business case development, land acquisition and early delivery, with a consistent focus on scheme viability and risk.
Our role has included the review and challenge of bidder financial appraisals, interrogation of key assumptions and interpretation of sensitivity testing on matters such as affordable housing, infrastructure cost, land assembly and phasing. This work has been embedded in working sessions, board packs and ongoing dialogue with the appointed delivery partner.
We have also led on key land acquisition negotiations, railway interface matters and meanwhile and scheme activation strategies, helping the partnership align commercial realism with long‑term placemaking ambition.
RESULTS
By bringing viability, phasing and risk into executive and LLP Board level discussions early, the partnership has been able to take more confident decisions on land, infrastructure and procurement. This will reduce exposure to unforeseen cost inflation and consequential value reduction and has created a clearer, more credible route to implementation. In a challenging market, Start Advisory gives the LLP Board insight and understanding that allows members to make suitably informed decisions with a full understanding of risk and opportunities.
