CLIENT CONTEXT

Edinburgh BioQuarter is a nationally significant life sciences location owned by Scottish Enterprise. Despite strong fundamentals, high capital costs and market uncertainty made it difficult to attract a single long term development partner. Momentum and confidence were weakening. A fresh perspective was needed to determine the best next steps to get the scheme back on track.


PROCESS

Start Advisory was appointed to provide independent, delivery focused advice. We assessed the BioQuarter’s position, benchmarked it against comparable innovation districts and tested what was realistic in current market conditions.

A central commercial issue was the balance between risk and return. Large schemes often suppress promoter returns when deal terms are set too early, ceding upside while retaining risk. We advised a phased approach that would derisk early stages, build evidence of value and allow investors to enter at a more attractive point in the delivery cycle.

We also advised on repositioning the BioQuarter with a greater focus on mixed use to establish a more attractive placemaking story and to reduce risk through a greater breadth of development opportunities, users and consequently investor markets. Additional recommendations were made to clarify governance arrangements and setting out actions that could generate early momentum without requiring large upfront capital investment.


RESULTS

The work provided Scottish Enterprise with a clear, evidence‑based route to reset the proposition. It established a shared narrative for partners, clarified priorities for early delivery and positioned the BioQuarter to move from vision to delivery with greater credibility in the market.
